According to a published report, the system is called WEA and is highest level of a system designed to warn folks about national emergencies or AMBER alerts.

At around 1:18pm CT today, you should receive this message on your phone - “PRESIDENTIAL ALERT - THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”
